That's not how it works actually. Gongsun Zan's post is valid. It works like this-You can work on ONE facility every 12 hours. Once you've worked on one facility you must waits 12 hours before working on another or the same one.

Sima Mao looked around, he sees the men practicing, and training. Sima Mao was surprised by the lack of trying to the men were doing. It was a daily routine to them. Something that had to be done. Mao shook his head. He walked over to the men, and stood in front.
"Come now, you can do better than that. Manuvering is just as important as killing. If you can move faster than your enemy, than you can be in places that he can't. Speed is just as vital as strength."
And with that Mao had several of the men start running laps. Around the city, he was in front, and was no where near out of breath. Yet several of the milita men seemed to grow weary. Though a little disheartening, Mao knew they could improve.

"Ok, men this is it its time for battle now suit up and well be on our way and all i can say is good luck in battle and ive taught you men all i can lets just hope you use the skills i taught you."
As my men prepare for battle I cant help wondering if these men are ready, but whateve happens on the battlefield i hope my men lose their lives.

Fei Wong paced back and forth, watching the men drill. Unlike his own men, these people hadn't seen combat, and were nowhere near ready to be deployed. However, their spirit was strong, and with proper training could be turned into a lethal fighting force. He turned to a group of swordsmen, stabbing his sword into the ground and grabbing a nearby infantry sword. It was light, and almost looked as if it would break. Maybe he was just used to his Great Sword. He turned to a portion and the group that was sparring with each other and commanded them to stop.
"Stop, stop, STOP!!! You are doing it all wrong! Let me show you how it's done! You!! Come here and let me demonstrate!"
A nervous soldier stepped forward. Fei Wong held his sword in front of him in a horizontal position.
"Ok. Swing at me with all you've got. Hit the blade."
The soldier swung with all his might, but it merely glanced off the sword, which barely budged.
"Try again!! But don't swing with your shoulder!! Swing with your hips! You'll get more power!"
The soldier tried again. The blade went faster, and when it made contact with Fei Wong's blade, it knocked it sideways.
"Good! That's the way! Now, all of you! I want you to practice this! This means life and death!"
The men bowed to him, them resumed their training. Throwing aside his flimsy sword, he went and picked up his Great Sword, resting it on his shoulder, walking toward the next group to drill.

It's true. You get more power by swinging using your hips. Go ahead. Pick up a stick or something and hit it using your shoulders. Then try using your hips. You'll see the difference.

Fei Wong continued to supervise the men in the barracks, this time the archers. He was dismayed by what he saw. Many of the bowmen did not draw back the bowstring back long enough, and fell short of their targets. Others could shoot it, but missed by a wide margin. These men were in dire need of training. He grabbed a bow and a quiver of arrows from a nearby soldier. He then adressed the crowd of poorly trained archers.
"Pathetic! My grandmother can shoot better then all of you, and she's almost seventy years old! Draw the bowstring to the cheek! To the cheek! Held it at a slight angle as well, or you won't hit a thing!"
One of the soldiers muttered something inaudible. Fei Wong instantly drew his bowstring with and arrow, letting it fly, barely even aiming. It cut the ribbon tying the man's bun, letting his hair fall around his shoulders before he knew what had happened.
"I will not tolerate disrespect or lack of effort! You will try to the maximum of your ability! The enemy won't take it easy on you, so you should not make things easy for them! Now! Resume training!! And do it right!!!"
