"Our most immediate goal is the unification of the Wu Yue region. We have much to offer the people here, and we are always ready to accept help from warriors such as your self."

Wei Yan studied the man more intently now. His expression from below the mask never changed.
"And...Unity...The...Chaos...?" he asked still slightly puzzled with this man's idea of the land. Did he want peace or just supreme reigning power?

Xilang cocked his head slightly.
"The people are plagued by brigands and ineffectual governors, so if you are asking if unity will end the chaos, then yes, I think it will. We only wish to spread the order brought about by good government. The Han is weakened, we are here to strengthen it."

Wei Yan expression softened compared to before and a smile was made present. He had heard something he had wanted to hear.
"Me...Join..." he said in a command with a questional tone.

Xilang returned the man's smile.
"Welcome, comrade. We are very glad you have come. Take this letter to the planning hall. It will grant you access."

Wei Yan graciously took the letter with a smile and a nod.
"Thank...You...Lord..." He stopped for a moment for he was unsure of the man's name. Shrugging off the ignorance he had he finished his statement. "Together...We...Make...Peace.." he said as his eyes seemed to search his thoughts for something. "Please...Come...To...Jiangling...I...Make...Home...There.." he said before nodding again in thanks.

As Xilang entered th throne room, he saw a man standing in one corner. He cocked his head and walked over, only to realize it was his younger brother Xu. "Xu! How have you been? How's Father?"Xu lowered his head. "Father... died... That's why I came to find you. I don't have anywhere else to go..."Xilang nodded. "Of course you may stay here... Perhaps you would like to aid my army?" "I could do that..."So Xilang appointed Shang Xu as a lieutenant to Er Aorong, and decided it would be a good a time as any to make his announcement. He summoned everyone in Xia Pi to hear it. "People of Xiapi! I have governed you now for several months, but I find it hard to expand our territory when I am based in such a small city. I must move my base to the larger Jianye area, but I will never forget the love and kindness you have bestowed upon me. I may one day return when we no longer face the plagues of war, but for now I must leave you. I'll leave Er Aorong to guard and govern Xiapi. Everyone else will acompany me to Jian Ye."The people wept as Xilang and his men filed out of the city, but Xilang could not be persuaded to stay. "Finally, I'll be free of this hellhole," he thought. "Though, they don't know anything of Hell yet, I'm sure Er will teach them." He smiled and waved to the populace as he left them to their fate.

Shang Xu approached Er Aorong in the castle of Xiapi. He had recently recieved word from his brother.
"Lord Er, my brother wishes to know what your plan is at this time. With our recent acquisitions, we are overextended, and require more capable leaders else where, so he wants to know if you could acquire aid for us somehow."

Er Aorong was sitting on his throne when a man entered and asked him about his plans. He was the brother of Shang Xilang. As he walked in Er had realized he had not secured the gates to the city yet, something he would be doing after this discussion. "Well, my thoughts on the situation are that we need to focus on our border cities and set the defenses there first. I will send messengers far and wide to try and recruit men that are worthy but I can promise nothing. My plans however are as follows. We need a city to be the center of our military might, a place to train our troops and organize our military without fear of prying eyes. Soon the gates shall be shut and only those I approve will be allowed in the gates. All deliveries shall be taken from the gate by our soldiers and dropped off. Trading will be done outside the gates and under our close supervision. I ask that he please send word before he visits so I can inform the guards to let him pass. Also send him my best wishes, it has been some time since we have conversed and a hunting party is long over do." He sat back in his throne after his speech waved for Baorui to approach. "Make sure after he leaves the gates are sealed off, begin operation "Lockdown"." "Good to go sir." Baorui left the palace in haste with some of the top of the armies and ordered all gates be locked down, none shall pass without explicit permission from Aorong, Baorui, or Susen. All trade would be conducted outside and all merchants are subject to inspection. Martial law is instilled between dusk and dawn. The city would be placed on high alert to insure it's safety at all times. Soon Aorong would give a speech to the entire city to explain to them the cause. Also was another matter at hand. He waved for Susen to approach. "What is it you need, does someone's knees require removal so we can wear them as eye patches when on the seas?" Aorong bellowed out a laugh and then spoke, "No no my friend something else. I need you to prepare messengers to be sent across the lands to deliver the messages I have drafted up. They all have destinations marked upon them." Susen bowed slightly as he received the letters from Aorong and headed to where the messengers stay and quickly they were dispatched across the land. For now he would sit and wait until response came from those he sent the messages to.

(Xu is your lieutenant, and won't be leaving Xiapi. He's basically my all purpose messenger here in Xia Pi, so ) Xu bowed before exitng and made his way to his study to draw up a letter to Xilang.

The young man, dressed in slightly tattered robes that could easily give him away as a peasant, stepped up to the castle doors. He stepped up to a guard a spoke.
"May I enter and speak with Lord Xilang?"
His appearance would most likely make others wonder what business a peasant would need with Xilang, but nonetheless he had asked, thus they would need to answer.
